Makeup Artist Regulations
You do not need a license to become a makeup artist in New York, if:
- You’re working as a makeup artist in a retail environment (e.g. working at a makeup counter, working with a direct sales company, etc.)
- You’re working as a makeup artist without compensation in your home
In the state of New York, makeup application is defined as “services to enhance the appearance of the face, neck, arms, legs, and shoulders of a humann being by the use of compounds or procedures including makeup, eyelashes, depilatories, tonics, lotions, waxes, sanding and tweezing”, under the practice of “esthetics”.
However, in the “Apperance Enhacement License Law”*, Section 416, makeup artists who are working in a retail environment, and makeup artists who are working without compensation, are exempted from licensing.
